CETA Global has been working in Ukraine for over 8 years and we are passionate about being able to
continue this work in the wake of this crisis (www.cetaglobal.org). Over the years, we have built a
mental health and psychosocial (MHPSS) system of care and have trained over 200 providers. In
response to the Ukraine invasion, we are tracking all CETA providers and determining what care they
can provide for others. We will also be building out more capacity locally, in the region, and globally to
provide support to the Ukrainian people.
Job Description
The Health Technology & Impact Consultant will support CETA Global programming by building and
overseeing our monitoring and evaluation (M&E) systems for the delivery of mental health and
psychosocial support services in Ukraine. This will primarily involve overseeing the design,
development, and deployment of a health management information system (HMIS), in collaboration
with CETA Global staff and external partners, and serving as systems administrator for the HMIS to
enable the routine M&E of mental health services. During HMIS development, the incumbent will also
be expected to liaise with outside software development firms and ensure CETA Global technology
meets rigorous standards for user experience design, data security, and flexible system functionality in
challenging environments.
Once developed, the incumbent will be responsible for using the HMIS to produce timely program data
and metrics to support the CETA Global Clinical Team in training and supervision activities, and to
support reporting CETA Global impact internally and externally. Importantly, this will include generating
program process and impact indicators, such as number of clients reached and improvements in health
outcomes, and training and providing troubleshooting for Ukrainian healthcare providers in HMIS
technology. Dependent on success, there is also the potential for the HMIS to be expanded to CETA
Global in other countries, including in Eastern Europe, Southeast Asia, and sub-Saharan Africa. The
Health Technology & Impact Consultant would take the lead in establishing M&E systems for
operations at scale.
The ideal candidate is driven, organized, dependable, and tech savvy, with substantial experience in
technology development and M&E. The ideal candidate speaks both English and Ukrainian. The
incumbent’s work will directly impact our programs in Ukraine as we provide mental health and
psychosocial support services to 200+ current providers and work to rapidly scale up service provision
to thousands more. This position will ideally be based in or near Ukraine to allow for similar time zone
as our staff.
Your responsibilities will include:
Oversee design, development, and deployment of a HMIS for monitoring and evaluation mental
health and psychosocial support servicesAct as systems administrator for HMIS
Train CETA Global providers on the selected health metrics and information technology
Lead data management, reporting, and presentation for CETA Global Leadership; support the
development of health outcome measurement; report key impact indicators, quality assurance,
and other program metrics to LeadershipAdvise decision-making regarding software development and health technology solutions
Advise strategic planning for building our M&E program, and implementing it
Represent LN at conferences and partner meetings
QUALIFICATIONS
Experience in technology development, systems administration
Solid knowledge of and experience in database management and the presentation of
data/outcomesExperience analyzing complex problems, identifying innovative solutions, and engaging others
to implement, preferably in a resource-limited settingManagement and business process analysis experience is a plus
Experience working within health management information systems
Proficiency in office software and excellent working knowledge of data analysis and graphic
representation with Excel and other statistical packages; experience with Salesforce,
Monday.com, or other data management platforms; additional data visualization skills are a plusSelf-managing individual who takes initiative and can perform well in an entrepreneurial
environment, asking for help when neededPassionate about mental and behavioral health and/or social entrepreneurship
